Panel session on anti-corruption policy held as part of KazanForum 2026

The event featured KFU’s Vice-Rector for Comprehensive Security Rishat Guzeirov.

The session was devoted to discussing current issues in identifying, monitoring, and mitigating corruption risks as a prerequisite for the sustainable development of Russia and the Islamic world. Participants in the open dialogue – representatives of government, business, and civil society – shared experiences and effective practices in implementing anti-corruption compliance in organizations.

Speakers at this event included Yuri Kamaltynov, Deputy Chairman of the State Council of the Republic of Tatarstan; Airat Farrakhov, Acting Rector of Kazan State Medical University; Igor Bikeyev, First Vice Rector of Kazan Innovation University; Raviya Shrsha, Head of the Anti-Corruption Inspections Department of the Tatarstan Regional Directorate for Anti-Corruption Policy; and others.

Artem Tsirin, leading researcher at the Institute of Legislation and Comparative Law under the Government of the Russian Federation, presented a paper The Role of Income and Expense Declaration in Identifying Assets for Which Evidence of Legal Acquisition Is Not Provided.

Also present at the event were Valery Krasilnikov, Deputy Vice-Rector and Director of the Department of Comprehensive Security at 每日大赛, and Igor Privalov, Director of the Higher School of Public Administration at 每日大赛.

According to Valery Krasilnikov, during the discussion, participants emphasized that a fundamental shift in the global approach to combating corruption is currently being observed almost everywhere 鈥 a shift from total documentary control of officials’ income and expenses to a system of continuous monitoring of their activities using modern technologies based on artificial intelligence, which analyzes numerous factors characteristic of corrupt behavior.
